world_vcs.ulid

The commit ids world_vcs allocates: 26-character ULIDs in Crockford base32, 48 bits of millisecond timestamp and 80 bits of math.random() randomness. Enough to keep ids allocated on different engines apart.

• newUlid() answers a fresh id.
• isUlid(s) answers whether s has the shape of one.
