The four quality tiers: how finely the sea is resolved, as distinct from what sea it is.

A tier owns the FFT grid per cascade, the clipmap's ring density, the swell band count, the whitecap field's resolution and whether screen-space reflections run. It never touches wind, spectrum shape or colour — those come from the preset, so the same named sea looks like itself on any machine.
