hash_cell

The cell a point stands in (zero_hash_cell) and the bucket a cell hashes to (zero_hash_bucket). The hash kernel keys points with them and the hash_walk module (which hash_count, hash_gather, hash_nearest, hash_repel and hash_hook include) looks cells up with them, so one definition decides every point's bucket.
