Option reading and result shaping for the log tools.

One reader for the filter table every tool accepts, so search, tail, errors and summary cannot drift apart on what an option is called or what it means. One shaper for what they return, so a caller who learns one result learns them all.

• filters(opts, who) — validate a tool options table and translate it into the filter the engine query takes, resolving within against the clock.
• run(query, who) — run the query, reporting a bad regex against the tool the caller actually called.
• result(entries, query, who) — the common envelope: entries, how many matched, whether the limit cut it short, and the cursor to poll from.
• group(entries) — collapse entries that share a message template.
