Tells a workflow that a request cannot be answered, and why. What that means is the workflow's to decide: a stage may stop the run, or carry on without what it asked for. Use it instead of leaving a claim unanswered, because an abandoned claim keeps the run parked until the claim expires. Pass the request id from workflow.next and a one-sentence reason, which reaches the workflow. Returns true when the run took it, and raises naming the request and its state when it cannot (an unknown id, a request already answered, a run that has ended, a request that already failed or was cancelled).
