zeromind.reopenIssue

Open a closed issue again: zeromind.reopenIssue(target, number). The owner of the issue's world and its members reopen any issue there; the account that filed an issue reopens it when that account closed it. A reopen past the open issues the filer may hold on the world is refused with ISSUE_LIMIT_REACHED.
