Rain splashes for Smog: tiny crowns of spray that flick up off the wet street
where drops land, all around whichever camera draws them, additive and lit by
the ambient, the moon and the gas lamps. Each splash site on
`art.fx.rain_splashes` lands every `period` seconds somewhere new within
`area` metres of the camera, grows and fades. Partner of `rain_streak`;
material `art.fx.rain_splash`.
