gridKit.turns

The four turn models (alternating, initiative, simultaneous, action points, plus none) as state tables: who is active, whether a seat may act and at what cost, spending, ending turns, and committing plans for simultaneous rounds. Initiative is rolled deterministically per round so every peer agrees. Used by gridKit.board.
