tests.compare

Diff two JSON test reports and surface new failures, fixes, and added or removed tests — the "did my change break anything?" query. Save a baseline before a change, run the suite again afterwards, and compare the two: a non-empty new-failures list means the change introduced a regression. The baseline is required; the later report defaults to the most recent run when omitted.
